 FISHMAN, JOSEPH FULLING:  Appointed to make studies in the field of penology, abroad; tenure, twelve months from November 1, 1931 (postponed to 1932).

Born August 19, 1888, at Punxsutawney, Pennsylvania. Education:  Baltimore Law School, LL.B., 1910. Admitted to the Bar of Maryland, 1910.

Examiner of the Federal Department of Justice, 1909–11; Inspector of Prisons, Federal Department of Justice, 1912–21; Assistant Consultant in Delinquency and Penology, Russell Sage Foundation, 1923–25; Assistant to the Commissioner of Correction of New York City, 1925–30; Deputy Commissioner of Correction, New York City, 1931—.

Publications: Crucibles of Crime, 1923. Articles in Atlantic Monthly, Plain Talk, Munsey Publications, The Panel.
