BAY, HOWARD:  Appointed for creative work in the field of scenic design for the theatre; tenure, twelve months from April 15, 1940.

Born May 3, 1912, at Centralia, Washington. Education:  Chappell School of Art, 1928–29; University of Colorado, Summer, 1929; Marshall College, 1929–30; Carnegie Institute of Technology, 1930–31; Westminster College, 1931–32.

Designer for stock companies in New York, Connecticut and elsewhere. Designer of Federal Theatre productions:  “Chalk Dust,” “Battle Hymn,” “Native Ground,” “Power,” “One Third of a Nation,” “Trojan Incident,” “Life and Death of an American.” Designer of: “Marching Song,” 1937; “Sunup to Sundown,” 1938; “The Little Foxes,” 1939; “The Fifth Column” and “Morning Star,” 1940. Designer of puppets and settings for “Pete Roleum and his Cousins,” Technicolor motion picture, New York World’s Fair.
