SCOTT, FRANCIS REGINALD:  Appointed for the preparation of a book on the nature and development of the Canadian constitution, describing the principles underlying the Canadian constitution and analyzing the problems that have arisen in the field of Dominion-Provincial relations in recent years; tenure, twelve months from September 1, 1940.

Born August 1, 1899, at Quebec, Canada.  Education:  Bishop’s University, B.A., 1919; University of Oxford, B.A., 1922, B. Litt., 1923 (Rhodes Scholar, Magdalen College); McGill University, B.C.L., 1927.

Assistant Professor of Federal and Constitutional Law, 1928–29, Associate Professor, 1929–34, Professor of Civil Law, 1934—, McGill University.
