SOUTHARD, FRANK ALLAN JR.:  Appointed for a study of the foreign exchange policies of certain Latin American countries; tenure, twelve months from October 1, 1940.

Born January 17, 1907, at Cleveland, Ohio.  Education:  Pomona College, B.A., 1927; University of California, Ph.D., 1930 (Newton Booth Travelling Fellow, 1929–30).

Instructor in Economics, 1930–31, University of California; Assistant Professor of Economics, 1931–39, Professor, 1939—, Cornell University; Senior Economic Analyst, 1935, United States Tariff Commission; Principal Economic Analyst, 1938, Treasury Department.
