Heidi Kitrosser is a professor at the University of Minnesota Law School. She teaches and writes about government secrecy, the constitutional separation of powers, and speech and press freedoms. Her book, Reclaiming Accountability: Transparency, Executive Power, and the U.S. Constitution, was published in 2015 by the University of Chicago Press. It was awarded the 2014 IIT Chicago-Kent College of Law / Roy C. Palmer Civil Liberties Prize. Kitrosser also has authored numerous law review articles on topics including the free speech rights of public employees, the free speech rights of individuals who leak or publish classified information, executive privilege, congressional oversight of national security activities, and constitutional originalism. She has testified before Congress on the problem of secret law, and sits on the boards of the Minnesota Coalition for Government Information and Public Record Media. Kitrosser will spend her Guggenheim Fellowship working on a book about the law and policy of information leaking and whistleblowing.
